Medicare Transfer - Release Policies

CONTRACTING TRANSFER & RELEASE PROCEDURES

 

AETNA SILVERSCRIPT - contracting link comes from the carrier, release or intent uploaded while completing.

Blackout Dates: October 1 - December 31. 

 


 

ANTHEM and Wellpoint - contracting link comes from the carrier upon receipt of release or at the end of the waiting period.

Agent Release Policy

Agents currently associated to an FMO/EMO/MGA partner must be released in order to change their relationship. When an onboarding request is received for a new relationship and the agent is identified as having an active affiliation with one of our FMO/EMO/MGA partners, a release request will be generated online via the Broker Portal to the current Partner.

  • IF the release is approved, the new onboarding request will move forward and complete processing. No waiting or black out period applies.
  • IF the release request is denied, the current onboarding request is closed and a waiting period is required for the agent to re-apply to move to a new relationship.

Blackout Period for Agent Release:

  • Upline Agency denial of agent release requests that are submitted between Jan 2 and Jun 30 will have a waiting period of 90 days.
  • Upline Agency denial of agent release requests that are submitted between Jul 1 and Sep 30 will be subject to a black out period during AEP. Agents will be able to re-apply for relationship change beginning Jan 2
  • A limit of one release every 12 months will be accepted for all agents without an approval from the current Upline Agency (subject to waiting periods).

BCBS MN - contracting link comes from the carrier.

Blackout Dates: September 1 - December 31. 

  • Transfer form
    • Transfer will be processed at beginning of month after commission paid to previous hierarchy.

 


 

CIGNA MA -  contracting link comes from the carrier upon receipt of release or at the end of the waiting period. Release must be effective 9/15 or earlier.

CLOVER HEALTH - contracting link comes from the Sunderland Group via Miramar Agent. 

Blackout Dates: October 1 - December 31. 

  • Agents must:
    • Obtain their upline Agency’s unique contracting code from Agency administrators.
    • Click “Register New Program” on the dashboard.
    • Enter the Agency’s unique contracting code in “Enter a valid registration code” and click “Submit”.
    • If an Agent receives a pop-up message about changing groups it means they are set up with Clover
      under a different upline. The Agent should choose the option that says “Request a group change” to
      move forward with the program.

 


 

DEVOTED HEALTH - contracting link comes from the Sunderland Group

Immediate Release:

  • A broker or their immediate receiving / terminating upline agency (FMO/GA) may request the release & transfer(s).
  • The release & transfer may be requested by:
    • A phone call into agent support, 877-764-9446.
    • A “message” within the agent portal.
      • All parties will be notified via email once the release & transfer has been processed.
  • Processing timeline for an immediate release is 7 business days.

Delayed Release*
If an immediate release is not granted by a brokerʼs upline, the broker will automatically be placed on the delayed release timeline as noted below.

  • Receipt date of the delayed release request will start the clock for the 60 calendar days window.*
  • The broker may continue to write business during the delayed release period.
  • All parties will be notified via email once the delayed release has been processed.

HEALTHPARTNERS - contracting link comes from Surancebay.

RE-ALIGNMENT Period: April 1 - May 31 

Blackout Dates: September 1 -  December 1

  • Broker-BOB Transfer Form - available to process in SureLC
    • BOB transfers with the agent and the agent owns the business not Sunderland Group.

 


 

HCSC - BCBS IL, MT, NM, OK, & TX - contracting link comes from HCSC

RE-ALIGNMENT Period: June 1 - July 31 

  • No current upline or new upline signature required
  • Affiliations can be changed between states
  • Approval/Rejection – Case by Case…
  • All other states – Agent must email form to Medicare_Sales@bcbsil.com and copy fargo.health@simplicitygroup.com
  • If a producer changes affiliation during the open period, and they haven't sold anything, they have appt fees. Do they transfer with the producer to the new GA? Yes.
  • Must submit form for each applicable state

Outside of the transfer period agents can terminate their appointment. To terminate agents have to contact the carrier to have their current appointment terminated, once the termination is approved re-contracting will be needed.  There is no waiting period to re-contract once an appointment is termed. ***** By terminating to transfer all previous business and renewals are lost.*****

  • Individual Termination Template: Please terminate my, (NAME), Medicare appointment (PRODUCER ID#) in order for me to recontract with another upline. 
  • Corporation Termination Template: Please terminate my current Medicare appointment for (Agency Name) (PRODUCER ID# agency) and (NAME), (PRODUCER ID# individual) in order for me to recontract with another upline.

 

 


 

HUMANA - no contract needed if transferring.

  • Broker Release Form - available to process in SureLC
  • BOB Transfer Form - no specific form needed just a letter
